The National Register of Citizens is an official register maintained by the government of India. As its name suggests, it is a register that envisions to contains the name of the citizens of the country on a national level. The register was established after the amendment of the Citizenship Act 1955.
Object
Owing to the unregulated and unscrutinized entry of migrants from neighboring countries into the country, the government of India, to protect citizens from the possibility of losing their rights over the land and its resources, ideated a register that would contain the names of only citizens and anyone who migrated illegally or resides in the country without proper approval and reasons shall be detained or deported to their home countries.
Thus, anyone who isn’t a citizen as per the Citizenship Act shall be presumed to be a migrant, the legality of which would be required to be proven.
Ideation
The NRC was envisioned to be managed by the National Registration Authority and be headed by the Registrar General of the Citizen Registration.
The NRC was to be made by conducting a door-to-door survey of details of citizens which shall be verified by the Local registrar general, which would then be notified in the official gazette.
Execution
The NRC was once implemented in the state of Assam owing to the massive illegal immigration. However, this left out many squares unchecked. The NRC created a huge controversy due to the unforeseen exclusion of thousands of citizens, who were then compelled to stay in detention camps.
Nearly 1.9 million names couldn’t make it to the NRC when many of them served offices directly under the central and state government.
The implementation of the NRC on a national level coupled with the amendment citizenship act stirred massive protests throughout the country by late 2019.
