Public Sector Enterprises (PSE) or Public Sector Undertakings (PSU) are establishments where the majority of the shares are held by the government. They are not just owned, but also managed and run by the government. These organizations are statutory bodies established under national legislation.
Types
Such organizations could be wholly or partly owned by either the central or multiple state governments. The former is called Central Public Sector Undertakings (CPSUs) and the latter State-level Public Sector Undertakings (SLPSUs).
A PSU may be divided into 3 categories depending on its annual turnover and total assets. These categories are Maharatna, Navratna, and Miniratna and a PSE is classified into them by the department of PSEs, as per their financial growth.
Maharatna PSEs are the ones that have their average annual turnover at Rs. 20,000 crore. As of today 8 PSEs are listed as Maharatna PSEs, BHEL, ONGC, IOCL being a few of them.
Navaratna PSEs are one level below and must have an “excellent” record in their MOUs of the past 3 years. There are a total of 16 such PSEs.
And Miniratna PSEs are the ones who must have made a profit for 3 consecutive years amounting to Rs. 30 Crore. There are 74 miniratna PSEs.
Establishment
The Indian Telephones Industry Limited was independent India’s first PSU established in 1948. Eventually, by 1951 a total of 5 PSUs were established. The government found it important to strengthen the newly formed country’s economy. Hence, to develop the industrial and technical sectors, PSUs were considered the most efficient tools.
Since then some of the most profitable PSUs of the country were established. This included enterprises like ONGC, Public sector Banks, BHEL, SAIL, GAIL, BHEL, NTPC, etc. For nearly every sector, a PSE was established. This led to the formation of 365 PSEs to date.
